E4EM - Energy for Eastern Mayors

About

E4EM is one of four projects funded by the European Union under the “Covenant of Mayors Going East” Program covering 11 countries in Eastern Europe, South Caucasus and Central Asia. The efforts made in those countries have so far resulted in 106 signatories, 30 of which submitted their SEAPs, as well as nine coordinators and six supporters. 

Specific objective of the project is to create permanent “CoM coordinators” for the promotion and assistance to the development and implementation of SEAPs in three ENP-East countries: Ukraine, Moldova and Belarus.

The overall project objective is to support the development and implementation phase of the Sustainable Energy Action Plan in selected cities and towns, after having signed the Covenant of Mayors (CoM).

Specific objectives are:

  1. To make the CoM an attractive option for the Municipalities of the three ENP-East countries
  2. To improve the knowledge of the EU good practices (GP) in the three ENP-EAST countries
  3. To improve the knowledge and capacities of the NGOs operating in the three countries in the assistance to Municipalities for CoM implementation
  4. To provide leading examples of BEI and SEAPs for the further diffusion of the CoM in the three countries
  5.  To provide leading examples for Action planning and implementation in the three countries
  6. To ensure that the three NGOs are capable and motivated in assisting other cities in the SEAP development.

The main target group are elected and functionaries of Municipal Administrations in Ukraine, Belarus and Moldova. Secondary target group are the technical local actors in the building sector (professionals).
